Who Gets to Live With Water?
Wetlands, marshes, mangroves, and salt-pan lands are not “empty plots waiting for development.” They are natural infrastructure—flood buffers, biodiversity habitats, and the breathing edges of cities. Yet too often, these vulnerable landscapes are where the most vulnerable people are relocated.
The pattern is familiar: the poorest are often shifted to the most fragile lands, exposed to flooding, pollution, or inadequate infrastructure.
This raises a design provocation: 👉 If cities must learn to live with water, why not let well-serviced, well-funded pilots lead the way—so the poorest aren’t asked to bear the risk first?

Across the world, displaced communities are frequently resettled on floodplains, creek edges, or polluted industrial zones—areas where adaptive capacity is weakest. These sites may not be legally classified as wetlands, but remain ecologically fragile and highly risky for habitation.
In short, people with the least resources are being sent to live in the least forgiving environments.
Learning From the World: Where the Non-Poor Choose Water
Globally, some of the most exciting housing projects are not on safe high ground—they are on water. The difference? They are planned as aspirational, well-serviced communities.
- Schoonschip, Amsterdam – A floating neighbourhood of 46 homes, powered by its own microgrid (local electricity network) and designed with vacuum-based waste systems. People choose to live here because it’s sustainable and future-ready.
- Maasbommel, Netherlands – Amphibious houses—homes that sit on land most of the year but rise to float during floods. These were designed as elegant, regulated family housing, not emergency shelters.
- Rotterdam Floating Pavilion – A city-backed project, cited by the IPCC, to demonstrate how public buildings can adapt to sea-level rise.

Imagine a “Live With Marshes” pilot—not as low-cost rehab housing, but as a climate-resilient neighbourhood:
- No net loss of wetlands – Instead, create boardwalks, observation decks, and eco-tourism spines that expand public access while restoring ecology.
- Amphibious and floating homes – Housing that rises and falls with water levels, reducing flood risk while offering unique urban living.
- Blue-green infrastructure – Wetland parks, tidal buffers, bioswales, and floating wetlands that double as flood defence.
- Energy and sanitation independence – Micro-grids, solar roofs, decentralised wastewater treatment, and zero discharge into wetlands.
